A school council is established at each secondary school. The school council consists of nine members: the head of the school, four representatives from the teachers’ committee, two representatives from the students’ committee, and two representatives from the parents’ committee, appointed by their respective committees every two years in October of the current school year. The school council may also include up to four representatives from local authorities, the economic, associative, or cultural sectors who have relationships with the school; they participate in the school council with advisory votes. The school council is convened at least once per term by the head of the school.
The responsibilities of the school council are:
- to adopt the school charter;
- to give its agreement for autonomous actions in the pedagogical and administrative domains, and to make related proposals;
- to adopt the school development plan;
- to advise on the school’s budget project and to give its agreement on the allocation of the budget assigned to the school;
- to approve the organization of the weekly timetable;
- to advise on the school’s internal and external evaluation reports;
- to organize joint meetings and events with school partners;
- to promote and organize cultural activities;
- to make proposals on all matters concerning school life and the organization of the school.
In the event of a disagreement between the head of the school and a decision taken by the school council, the head and the other members of the council have one month to resolve the dispute within the school. If the dispute persists beyond this period, the minister decides.
The operational modalities of the school council are determined by Grand Ducal regulation.

The Education Council is composed of
- the direction;
- Facilitators of primary and secondary school;
- parents of Learners in primary and secondary;
- Learners of secondary school.
